	The contracts size : The Applicants shshould have implemented projects of similar contract size ranging between 1 MEUR and 1.3 MEUR;
	The nature of the Services :The Applicants shall demonstrate at least 10 years of experience for similar projects; successful experiences in developing and implementing communication campaigns that involve several parties and donors; and in designing  communication plans that involve several target groups and that are implemented over a long duration in multi locations. 
	The technical area and expertise : The Applicants shall evidence success experience in managing projects in terms of Public Relation and communication. The Consultant shall demonstrate expertise in the following domains: Public Relation and institutional communication, Social Media Communication, raising awareness and advocacy, Video production, Media planning, Events planning & execution, and Project management.
	The location: The Applicants shall demonstrate a deep knowledge and understanding of the economic and social challenges of the North African and Middle East Region, in particular of the Client’s country. Key experts shall demonstrate advanced proficiency in English (C2 – European Standards). The team of experts shall be made up of bilingual Arabic – English staff (native Arabic speaker and advanced proficiency in English).
